PPPs for buildings


Recently, I had the opportunity to provide some advice to someone living in Africa.

He is advising the Government on a new series of PPP.

The next target is the rehabilitation and transformation of two old buildings into landmark spaces to be used by the Government at 60%. The rest… lot of flexibility.

Maybe too much.

And lots of unknowns.

To make this project attractive, or at least palatable we should provide to the proponents either access to the buildings so that they can satisfy themselves with the status of the facilities or the Government does the study and provides the results on a reliance basics.

Rehabilitation of old buildings may be a mine field… I just closed a real estate project in Spain I performed myself where I lost more than one hundred and fifty thousand euros… and I sold well above expectations.

Nightmares.

Add crazy lenders.

Unexperienced contractors.

And that cocktail is more explosive than Tequila served at 100ÂşC.

Of course, if you want to attire attention and show your seriousness, my recommendation is the Government to cover some of the bid costs.

Then, dear government think about who will be your proponents.

Minimum.

A serious contractor, Tier 1 – probably international given the size of the project, as if you don’t have a healthy pipeline, your local players don’t know where they are going into – with experience in building rehabilitation… not just construction.

An operator of public spaces and multi-purpose buildings.

Designers willing to put their PI insurance at risk…

Then, the Government should clear their mind.

What do you want?

What services?

Do you access any tenants, for example?

This is no joke.

If you are using 60% of those buildings for your public servants, you want restaurants.

But not all kind of restaurants.

Given the excellent location of the buildings, you can have the best lawyers in the country…

And their daily menu tends to be more expensive than public servants’…

Are s€x shops allowed?

And a long etc.

Not to say what’s the standard to be used for the whole building and/or the sections for the government? A-Building?

Do you need gyms? Saunas? Level of security access?

Well… I don’t want to go crazy here.

You’ve got the idea.
