Cold and dark... in the night.


Most governments say they want world-class infrastructure.

But few have the guts to bring in world-class people.

But the Ministry of Transport of Quebec did.

When they launched the A-30 PPP, they didn’t hide behind local comfort zones.

They opened the door.

Contractors from Spain.

Designers and Independent engineers from the UK… with limited French.

The guys that were to remove the snow were not even from Canada…

That was not easy in Quebec.

Not politically.

Not culturally.

But it was brave.

And bravery attracts competence.

And confidence.

The best consortia showed up.

Competition was real.

The project delivered: on time, on budget, with pride.

Hundreds of millions of value and savings for the taxpayers.

The MTQ didn’t just build a highway.

They built credibility.

And that credibility became a currency used later for more roads, bridges, hospitals, and rail.

I know it because I was there.

I saw the meetings.

I saw the pressure.

And I saw the courage.

Still remember how thankful I was of being in Canada and when it was dark and cold in the late night of December 14, 2012, we could contact someone in Vancouver to put our credit card machines from test mode to live mode… We totally forgot about it… and we were opening in hours!

Love time zones differences!

The lesson?

When a public agency truly means business, the private sector feels it.

They bring their best people, their best ideas, and their best prices.

Courage is contagious.

And the A-30 proved it.

Most projects fail for boring reasons.Not for lack of brains.Not for lack of money.For lack of aligned incentives. Boring, because they repeat over and over. We write 300 pages of clauses. Pay great sums to lawyers working with the best views and more expensive offices. Then we hope.And hope is not a control. You want performance?Make winning for them the same as winning for you.Make losing for them the same as losing for you. Simple. Brutal. Fair. In PPPs, I’ve seen both worlds. World A:...
