How many times have you felt like that? Dealing with a two-headed beast where each head has no clue what the other is up to? Well… Welcome to the wonderful world of environmental permits in PPPs. A classic. Just like trying to build a highway while one government department waves you in and the other one just shrugs and says, “Not my problem, buddy.” But from time to time, laziness and Pilates’s syndrome stays away. Let me talk for a second about a unicorn moment. Year 2014. Riyadh, Saudi Arabia. The government does the unthinkable… It actually rolled up its sleeves. Yeah, you heard that right. Sleeves, not just washing their hands… They probably were not told the usual practices somewhere else and they even worked alongside the private partner. Yes… Remember, one of the Ps stand for Partnership. Imagine that! Instead of a bunch of weak excuses and people just covering their own… let’s not use the a-word and just say… backsides by doing the bare minimum, this was a place where the public side actually got in the trench with the private side. Regulations. Pre-work for environmental permits included in the scope of works. Some skin in the game to ensure alignment. Etc. Sometimes it’s refreshing to see that it’s not about finger-pointing; it’s about both sides remembering they’re supposed to be on the same team. Stay ironic. Stay sharp.
